Renamed Starr Boulevard following construction, Mackenzie provided civil engineering, transportation planning, and landscape architectural services in the design of a core roadway section to open economic development opportunities in North Hillsboro. This initial two-lane section provided access and public utility connections to over 500 acres of land designated for employment and was designed so private development could complete frontages.
DESIGN DRIVERS
The project aimed to extend the existing transportation grid to facilitate private investment and employment.
The initial phase of the project was designed to accommodate utility needs at regional build-out.
The design team gained BPA, PGE, and environmental approvals for future roadway expansion.
