The Lake Oswego City Hall and Public Safety Facility elegantly provides access to a wide array of civic services to better serve a growing community. 

A multi-story daylit lobby is integrated with a multi-tiered public plaza and serves as a transparent, welcoming entry to civic functions, each of which has separate security considerations. Services include City Court, council chambers, police, 911 dispatch, and a variety of administrative functions.

This modern facility makes the most of a challenging site, embracing twenty-eight feet of cross-slope to simultaneously establish natural security for police and 911 dispatch operations while fostering civic engagement and accessibility.

DESIGN DRIVERS

Taken as a whole, the new city hall is an expression of the community, and a long-term investment in civic culture.

A thread of circulation, formed by the public plaza and multi-story lobby, unifies the site over 28 feet of grade change, organizes three floors with varying degrees of security considerations, and links to the downtown via welcoming entrances.
Sustainability was an important driver, with PV panels, preserved green space, and energy efficient systems. The project shadows LEED Gold requirements.
Community connection is nurtured through features like a community plaza, arts council, and community bookstore.

I appreciate the thorough and thoughtful collaboration that Mackenzie brought to the project. Lake Oswego City Hall was a complex facility to design and build, with lots of different stakeholders and a four-year project schedule, and Mackenzie’s responsiveness was paramount to its success.
